AN ACT

RELATING TO HEALTH INFORMATION; REQUIRING THE DEPARTMENT OF HEALTH TO CONTRACT WITH AN ENTITY OR MULTIPLE ENTITIES TO DEVELOP A TOTAL HEALTH CARE EXPENDITURE DATABASE; MAKING AN APPROPRIATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. A new section of the Health Information System Act is enacted to read:

     "[NEW MATERIAL] TOTAL HEALTH CARE EXPENDITURE DATABASE.--By October 1, 2025, the department shall issue a request for proposals to contract with an entity or multiple entities to develop a total health care expenditure database as part of the health information system. The total health care expenditure database shall collect information on:

          A. health care claim payments across all payer categories, including private payers, public programs, commercial carriers and self-insured employers;

          B. nonclaim payments, including prescription drug spending and payments for health insurance premiums; and

          C. nonmedical drivers of health care costs, including transportation costs for rural health care providers."

     SECTION 2. APPROPRIATION.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2026 and 2027 to contract with an entity or multiple entities to develop a total health care expenditure database as part of the health information system. Any unexpended or unencumbered balance remaining at the end of fiscal year 2027 shall revert to the general fund.
